In its 2009 report card (http://www.asce.org/reportcard/2009/), the ASCE estimates that the total US infrastructure deficit is $2.2 trillion. A first step in addressing this problem is to accurately prioritize which structures should be replaced or rehabilitated. Whereas visual assessment techniques alone can be subjective and misleading, long-term monitoring using instruments can provide a rigorous and quantitative assessment of the “structural health”. Following rehabilitation continued monitoring can assess the effectiveness of remedial measures.
